Is the Downtown Garden going all Organic

I was reading the contract at we received from Candace and the it said that garden was organic.  I didn't know if this meant that the whole garden, because my plot was outside last year's organic zone.  I don't use chemical fertilizers as a rule, but I don't buy organic seed to plant.  I'm little confused about this.
